Procedure for the provision of paid services to foreign citizens

1. General provisions

1.1. Medical care shall be provided to foreign citizens in accordance with the agreement on the provision of medical care to the citizens of the CIS member states made between the Government of the Republic of Belarus and the Government of the Russian Federation on March 27, 1997, with the agreement on the procedure for the provision of medical care to the citizens of the Republic of Belarus by health care providers in the Russian Federation and to the citizens of the Russian Federation by health care providers in the Republic of Belarus as of January 24, 2006, and with Presidential Decree No.530 “On insurance activities” as of August 25, 2006.

1.2. According to the above mentioned documents, a health care provider shall provide planned medical care to foreign citizens (hereinafter referred to as citizens) on a paid basis.

1.3. These provisions shall set forth the procedure and the terms for the provision of paid medical services to foreign patients. The provisions shall regulate the provision of such services and provision of financial means to health care providers.

1.4. The provision of paid medical services shall not influence a health care provider’s routine activities financed from the budget.

1.5. The information about paid medical services and prices for such services shall be available on information boards and official websites of the hospital, information portal 103.BY, on websites of the tour operators, which have made the contracts with the 5th City Clinical Hospital for the search of potential foreign patients, and in promotional materials.

1.6. To purchase a paid medical service:

1.6.1. a patient or patient’s relatives shall visit the department of off-budget activities (room No.104 or room No.105) in person or call at  +375-17-296-34-25 and provide information about a patient’s health. The chief of the department of off-budget activities shall be informed about provision of paid medical services, cost of such services and procedure for their provision.

1.6.2. A patient shall provide information about its health, complains, results of additional diagnostic procedures (if any), preferences on type of treatment (inpatient or outpatient) to the staff of the department of off-budget activities. The staff of the department of off-budget activities shall then provide the above-mentioned data to the chief of a relevant division with a view to deciding on consultation, diagnostic procedure and terms of their provision.

2. Procedure for ambulatory provision of paid medical services

2.1. After deciding on terms of provision of a paid service, a patient may provide a written application to the chief physician, execute a service contract, make a payment in BYN for a paid service (according to the applicable price list). The payment shall be made at the cash desk of the department of off-budget activities. A patient shall obtain a document, confirming the payment, and one copy of the service contract. Another copy of the service contract shall be stored at the department of off-budget activities.

2.2. The staff of the department of off-budget activities shall inform a patient about its rights and obligations and at a patient’s request, shall provide any other information relating to staff qualification, equipment, etc. Patient’s information shall be added to the database of the department of off-budget activities.

2.3. After executing a contract and making a payment, a member of staff of the department of off-budget activities shall accompany a patient to the department (room), where a medical specialist will consult a patient, carry out a diagnostic procedure or provide it with medical care. A consultative medical report, results of function tests, laboratory tests or other diagnostic procedures shall be provided to the patient and shall be deemed to be a confirmation of the provision of paid medical services.

2.4. All patients provided with paid medical services shall be registered in a relevant register.

2.5. After a consultation or diagnostic procedure, a patient may decide to get inpatient or outpatient treatment in the 5th City Clinical Hospital. An ambulatory medical report shall be deemed to confirm the provision of ambulatory treatment to a patient. A copy of the ambulatory medical report may be provided to a patient at request.

3. Procedure for inpatient provision of paid medical services

3.1. If a patient wants to get inpatient treatment or diagnostics, a patient or its relatives shall provide information about reasons for hospitalization and relevant documents to the department of off-budget activities.

3.2. After meeting with a patient and study of the document provided by the patient, the chief of the inpatient department shall refer a patient to a medical specialist for consultation. A decision on hospitalization for diagnostics or treatment shall be made based on the results of the consultation.

3.3. The chief of the inpatient department shall decide on a patient’s hospitalization after considering the patient’s medical documents, medical history, complaints and results of physical examination. The chief of the inpatient department shall also inform the patient about methods of treatment and diagnostics, prognosis and duration of treatment.

3.4. The chief of the department shall execute a consultative medical report, specifying a provisional diagnosis, date and duration of hospitalization, approximate duration of inpatient treatment (bed days).

3.5. The chief of the department shall provide the chief of the department of off-budget activities with a preliminary diagnostic and treatment plan, and the chief of the department of off-budget activities shall calculate the initial cost of inpatient treatment and diagnostics.

3.6. The patient shall bring the consultative medical report and the chief’s of the department approval of hospitalization to the department of off-budget activities.

3.7. The staff of the department shall inform the patient about the initial cost of inpatient treatment and diagnostics in Belarusian rubles and in foreign currency (at the current exchange rate of the National Bank of the Republic of Belarus), staying terms, meals, patient’s rights and obligations and provide any other information at the patient’s request.

3.8. To execute a service contract, a patient shall agree on hospitalization and shall provide a written application to the chief physician’s name. One copy of the contract shall be provided to the patient, another – shall be stored at the department of off-budget activities.

3.9. The staff of the department of off-budget activities shall get a preliminary approval for a patient’s hospitalization from the chief physician, chief medical officer or deputy chief physician for patient care.

3.10. A patient shall pay 100% of the preliminary calculated cost of the specialized planned medical care according to the approved price list and according to the procedure set forth in Clause 2.1.

3.11. Patient’s information shall be added to the database of the department of off-budget activities.

3.12. After executing a contract and making a payment, a member of staff of the department of off-budget activities shall accompany a patient to the admission department. There a patient shall get an inpatient medical record (form No.003/y). This record shall be deemed to confirm an actual provision on specialized planned medical care to the patient.

3.13. After the patient shall be accompanied to a specific inpatient department.

3.14. At the department:

3.14.1. the patient shall stay in a private or semi-private ward. If such wards are not available, a patient may choose to stay in a three- or four-bed ward.

3.14.2. the patient shall be examined by the chief of the department and an attending physician. A diagnostics and treatment plan shall be made.

3.14.3. the attending physician shall prescribe a diet to the patient (taking into consideration a patient’s disease).

3.14.4. the patient shall be accompanied by a member of the staff of the department to other departments and rooms with a view to undergoing examinations or other procedures.

3.15. the patient shall be informed about the hospital’s internal rules of conduct.

3.16. the patient shall be provided with any information, including information about the provision of medical care (diagnostics, treatment, rehabilitation).

3.17. the staff of the department shall treat the patient in accordance with the professional ethics and doctor-patient relationships.

3.18. the chief nurse of the department shall register the patient, who receives inpatient treatment and diagnostics in relevant registers and shall specify therein the number of the document, which confirms that the patient has paid for specialized planned medical care.

3.19. the patient shall have the service contract and the document, which confirms that the patient has paid for specialized planned medical care.

3.20. The detailed information about the medical services provided to the patient and the medications prescribed for treatment shall be delivered to the department of off-budget activities two days prior to the end of checkup and treatment of the patient.

3.21. The specialists of the department of off-budget activities shall calculate a final cost of the provided medical care in accordance with the applicable price list. The report on change of scope of paid medical services shall be made.

3.22. The patient shall be informed about the final cost of specialized planned medical care and shall make a payment as set forth in Clause 2.1.

3.23. One copy of the report and one copy of the document, which confirms that the patient has paid for the provided medical care shall be issued to the patient, another copy shall be kept at the department of off-budget activities.

3.24. The patient shall provide the document, confirming that the patient has made the final payment for the provided medical care, to the chief nurse of the department. The chief nurse of the department shall register the number of the document and the final cost of the services in a relevant register. The patient shall keep the above-mentioned document.

3.25. At the department, the patient shall receive a discharge summary, including recommendations concerning the patient’s disease.

3.26. At request, the patient shall get a calculation of cost of the provided services (acceptance certificate). The certificate shall be made by the staff of the department of off-budget activities.

3.27. The staff of the hospital, who speaks foreign languages, may help foreign patients during their stay in the hospital.
